Guidelines for filming Austin police officers?

Filming Police Officers has become popular in Austin. A group has been formed that do just that, their purpose is to document police behavior, and to help keep them accountable. After many from the group have been arrested for what they believe is just filming, Chief of Police has set a “Guideline” for filming APD.
